Oke, here i go!
well basically whenever i want to launch ns, it doesnt go full screen.
i've noticed that whenever i put/remove command -freq 120(for refresh ratio 120hz in steam game properties) my ns either goes full screen or not, if i put -freq 120, it doesnt go full screen and i have to change my deskopt resolution into the one i want to run ns at. this matter doesnt appear in other games and my monitor works with proper(highest) refresh ratio, simply i dont have to set refresh ratio manualy.
all this started to appear after format.
so if anyone got any tips or ideas how to fix it please share it with me ; )

Yeah you need to change the refresh rate in NVIDIA settings.

Reinstall drivers perhaps. When you right-click desktop, it should be there. Sometimes it can be missing and you have to uninstall/install again.

(rightclick on desktop) -> Nvidia control panel -> display -> change resolution in the refresh rate box

or at vista: Windows Button > Control Panel > hardware and Sound
